Summary: Upgrade go and the terraform-provider-sdk
This change upgrades the terraform-provider-sdk dependency and the project's go version to satisfy the latest sdk requirements. This upgrade will provide the means for acceptance testing state migrations to address issues like #267, in addition to keeping the provider up to date.
