• MoveSpeed - bool: Enables movement speed penalties
• PowerAttacks - bool: Enables power attack cost penalty
• RangedAttack - bool: Enables attack speed penalties for ranged weapons
• SpellCosts - bool: Enables spell cost penalties
• StaminaRegen - bool: Enables stamina regen penalties
• Racials - bool: Distrubute racial perks that offset certain penalties based on lore
• Factions - bool: Distribute faction perks that offset certain penalties based on lore
• BalancePerkMods - bool: Rebalances some effects from Ordinator|Adamant|Vokrii to keep in line with this mods vision
