Integration with Think Hooks

Make this plugin use Think Hooks optionally, removing some problems with logging if the server was hibernating

First public build

Changes since the first commit:

• Switched database from rcon-adresses to sourcemod-local
• If no table named rconwl_allowed is found, the plugin will automatically generate a new table, this means that now we are sql intependent, so the end user won't need to know a thing about sql to get a fresh database installed
