Fix error-handling local execution

If you used the LocalExecutionService in you applicationProfile.ini you may have been affected by a bug that failures during the local execution of commands were ignore. Such failures are rare for most commands, but may have occurred during job submisson (we observed errors during bresume resulting in PSUSP jobs that do not get cleaned up or released by Roddy).
