- Adds a dash-cam fog augmentation on HOST and HIP
- Adds support for U8/F16/F32/I8 bit depths with NCHW/NHWC tensor support
- Adds relevant unit/perf tests
minor fix in HIP kernel
modified few variable names
added fog test case to randomOutputCase in HIP and HOST test suites
