This is a release candidate for full AArch64 support, marking the end of the Beta phase.
Fixed hmq1725 & x25x algos, SSE2 & NEON, broken in v3.23.4.
Most CPU-mineable SHA3 algos (X*) upgraded to 2-way SSE2 & NEON.
