Filter WordPress the_title on single profile #161

For SEO reasons, now that we are using distinct URLs for single profile pages, we can also update the page's <title> tag using the https://developer.wordpress.org/reference/hooks/the_title/ filter.

We are already using the the_title filter to adjust the title shown in the page itself, but this same logic isn't working for the tag of the page.

When doing this work, let's also consider whether we should filter the meta description of the page as well using the profile user's biography.
