Design YAML for site data

We need a YAML structure for additional site (meta)data. If we keep the primary CSV as a relatively simple list of records (unique ids, names, and latlongs), then the YAML can be very permissive to allow the structuring of whatever extra data a project as available. Still a minimal schema should be specified, even if it just specifies how the IDs are represented.
