When there are two VMs with a common name located in subfolders we cannot reliably import that. Assuming there is my-vm in VM folder Folder1 and there is also my-vm in VM folder Folder2 it is easy to pick the correct one when creating the plan (we show folders in UI). But during conversion with EL9 image the VM is referenced only with name, because we cannot specify the path, and the converted VM is picked arbitrarily.
The solution for this is to pass UUID of the VM instead of the VM name to virt-v2v.
