Buffer All - Inconsistent logic when filtering

Currently you can only buffer up to 100 results with the buffer all tool. If you try to buffer 200 results a warning appears telling the user to use fewer results. If you use a filter to get below 100 results however, the buffer will run without a warning using the original 200 results.
