Description

Election key is not broadcasted correctly by be1

Expected behavior

Election key should be broadcasted.

How to reproduce

Create a closed ballot election

Version & Environment

This bug was reproduced on:

Commit: 4dd9f0e

Front-ends:

Fe1-Web (please include browser's names & version)
Fe2-Android (please specify if phone or emulation, and Android version)
Not applicable

Back-ends:

Be1-Go
Be2-Scala
Not applicable

Impact

Closed ballot elections do not work.
