Redstone integrators do not update output after chunk reload

This is a random, inconsistent behavior I can't create exact reproduction steps for, but the gist of what happens is, when reloading chunks with integrators in them, the integrators will not produce redstone output updates unless they themselves are updated. As in, they're stuck in whatever state they were last in until they get an adjacent block update, or a redstone block update one block further than that.
