Sometime between May 2022 and Apr 2023, the footprint data in Indonesia was updated so that the community w/ id=1108 (Lanosangia) had no maa specific (blank). Part of the legacy data processing filters out rows with a blank maa, so those records were dropped completely in the final dataset.
Obviously we don't want to lose data for no good reason.
Q: Do we get rid of the filter and map blank maa's to something like "unspecified"? Do we introduce data validation on footprint data to make sure maa's can't be blank? If so, what do country teams put in if that community truly is not part of a given maa anymore?
