The reason was the daily statistic will generated a new blank record at 8:00 am.So at this moment the yesterday_treasury_amount is 0.And the calculate fomula is parsed_dao.c_i - BURN_QUOTA - yesterday_treasury_amount.to_i, so the calculated value is bigger than it should be.

Updated:
yesterday_treasury_amount needs to change with tip block
