If a user creates a new Teams or Enterprise team and doesn't complete billing setup can't move to manual billing #4296

Current Behavior

A user creates a new team, but doesn't setup billing details.

The team doesn't have a subscription, so can't be moved to manual billing as the tools expect a subscription to already exist.

Expected Behavior

Be able to convert any team to manual billing.

Steps To Reproduce

Create new team
Do not setup billing details.

Environment

  • FlowFuse version: 2.6
  • Node.js version: 18.x
  • npm version: 9.x
  • Platform/OS: FF Cloud
  • Browser: NA
