View changes before and after appeals

Suggested by @al2me6 - can we make a feature that shows how placements were affected by appeals? My take is that it'll probably have to be added after Duosmium/duosmium-ruby#3 is done, but it's possible - just need to utilize the database correctly (and maybe some of those live-generation tools).
